Elliot D. Cohen: Would A Dictator Graciously Relinquish Power?

There is an aura of optimism in the air. Americans are looking forward to change in the aftermath of the November 7, 2006 elections; and, realistically, there is good reason for hope as we await the arrival of the new Democratically-controlled Congress in January. However, it would be a logistical error for Americans to let their guard down, especially in this interim period.

Not all possibilities are equal; some outcomes are more probable than others; and probabilities are functions of evidence. However, given the voracious appetite and tenacity the Bush administration has displayed for power, and given its blatant disregard for constitutional limits of executive authority and the extremes to which it has already gone to acquire power, there is reason for concern about just how cooperative the Bush administration will be in allowing a smooth transition in January.

The image of the Bush administration declaring Martial Law is not one any of us would care to entertain, but it could serve as a convenient way to disrupt the changing of the guard. The legal machinery has already been established. For example, the Military Commissions Act (PDF) permits the president to declare American citizens unlawful enemy combatants and to detain them indefinitely in detention camps without habeas corpus should he deem them "hostile" to the security of the United States. Given the vacuous nature of the term "hostile" this could include anyone who questions the authority of the president, especially under conditions of Martial Law. (See Bush's Chilling New Definition of "Unlawful Enemy Combatant.")

The president has already succeeded in conducting warrantless, unlawful surveillance of American citizens' e-mail and phone messages, and now he has indicated a desire to legalize this in the form of the Terrorist Surveillance Act of 2006 before the old congressional guard leaves. While this Act would limit warrantless eavesdropping to 45 days, it would also criminalize disclosure of any information relating to the Terrorist Surveillance Program:

In General- Any covered person who intentionally discloses information identifying or describing, whether in whole or in part, electronic surveillance authorized by section 2 of the Terrorist Surveillance Act of 2006, or any other information relating to the Terrorist Surveillance Program under that Act or any program of surveillance under the Foreign Intelligence Surveillance Act of 1978 (50 U.S.C. 1801 et seq.) to any individual not authorized to receive such information shall be fined not more than $1,000,000, imprisoned not more than 15 years, or both (my italics).

Strictly interpreted, this means that any journalist who disclosed leaked information related to this act could be fined and imprisoned accordingly. The obvious implication would be that journalists would not make such disclosures and any abuses of this program would never see the light of day in the public eye.

With the retirement of Secretary of Defense Donald Rumsfeld, many Americans are breathing a sigh of relief, but this sigh must not blind us to the possibility of a replacement as wily as Rumsfeld, or maybe worse. Presently, Robert Gates, a 26-year CIA veteran and CIA director under George H. W. Bush, is slated to replace Rumsfeld as Secretary of Defense should he be confirmed. During the Reagan administration, Gates allegedly had pressured CIA analysts into toeing the administration line, which included misrepresenting the threat posed by the Soviet Union to U.S. security and its involvement in European terrorism. Such politicization of intelligence-cooking the facts to fit the policy--was precisely what enabled the Bush administration to "justify" invading Iraq. It would be unfortunate if history were to repeat itself with respect to other nations on Bush's "axis of evil" list-Iran?

While the transition to a Democratic congress promises a fresh start, the Bush administration's continued policy of inbreeding is anything but refreshing. This administration is still just as clandestine and powerful as ever; and its history of guile and deceit is a useful gauge for making rational predictions about what it might try next. In this interim period of uncertainty, keeping our collective eye on the ball can be crucial to the survival of democracy in America.

We need a new story

On 11/9/06 retiring Secretary Rumsfeld said, in answer to a question, "We need context." What he meant was that the story he and other neocons had told, about Iraq and the GWOT was too old and frayed to work anymore, hence the outcome of the election.

But Democrats need a new story at least as badly.They need a story they can agree upon. Everyone knows now that Iraq is not about "winning," which apparently meant "transforming the Middle East" into American-style "democracies."

Democrats need a story that explains what has happened, both in Iraq and in this country. So, what would the new story consist of? First of all, it should be based on the findings of the various investigations that are sure to begin in January, once the new Democratic Congress is in session.

However, I have a suggestion to begin to make sense, not only of the war, and why it took place, but also an explanation for most Bush Administration policies. The explanation also includes an implied strategy for combating them, now that the US electorate has finally gotten the message that these guys in Washington were not working for them.

The invasion of Iraq (as with the tax cuts, the wiretapping, media monopoly, etc.) sprung from the over-weening dominance of an isolated, greedy and purposely blinded cabal, a narrow ruling class much like the one that drove the Roman Empire to destruction in 476.

If you look at Republican policies through this lens, it will all come together: what their "context" really provided was expansive opportunities for a very small class of people to rip off more and more of both US and world resources for their own enrichment. The election hinged on Iraq and corruption, but the two are really interchangeable.

If "the people" can be made aware of this, then even the tax cuts (now still supported by a majority) will be seen for what they are.

Here is my point: without a new story, Democrats will not be able to legislate a program that will make much difference, and their majority will be ephemeral. We'll go back to Greed is Good, imperialism is good, dictatorship (as in the powers provided in the Military Commissions Act) is good. And we'll continue to march towards 476, a process I detail on my website.

No more America Trance

Vigilance is the order of the day.

I sincerely hope that new generations of Americans, whether born here or naturalized, have learned the lesson of 1776.

Democracy cannot be simply set on automatic pilot, while we are all busy with our rabid productivity or waiting for the next big Hollywood breakup to be aired as "Breaking News."

If the thugs in the White House have done half of what we all know damned well they have done, does anyone really think they are going to stand still for what's coming?

I don't think it would be wise to believe that for one minute.

Look what it has taken to win an election. According to Greg Palast, who blew the whistle on the 2000 election theft, over 4 million votes were washed out before the first vote was ever cast and the Dems still took the majority. Imagine what a landslide it would have been otherwise.

Nevertheless, all of that hard work can be brought to naught in we return to our own little worlds. Besides, what have we accomplished so far, swapping the NeoCons (aka. "fucking crazies") for the "Iran/Contra/Central Americn death squads" thugs.

This election is only the first step of a very long journey back from the abyss.

Dumbya or Insane?

Could Shrub and the Gang be so foolish? If so, how long before the military has had enough and takes things into their own hands? Dubya maybe dumb as a post, but his puppet masters aren't. They know well enough what happens when that pendulum swings to far in such a direction, and ultimately whose necks will be noosed as a result.

I totally agree. I do think they tried to steal this election but somehow it didn't work. I also wonder why we were allowed to win. WHen I look back over my adult life I wonder just how many republicans were really our presidents? I think our new speaker was right to take impeachment off the table. Not that I don't want to see him impeached but he is very dangerous. when I look at the anger when anyone crosses king george, uncle Dickie, Condi and their little henchmen I am afraid. I am more afraid of them then terrorists. My question is why do they hate us so much?

Martial Law

Agreed. I've been non-entertained by that waking nightmare -- GWB declaring martial law and anointing himself dictator -- almost since GWB took office. It all shows not only in the groundwork he and his scaly sidekicks have already laid for declaring martial law, but in the psychology of Bush, which is shared with the scalies.

GW Bush is a pathological narcissist who lives for himself, serves only himself, and considers himself above all laws. It's the psychology of a dictator. Pathological narcissists go ballistic when anyone dares criticize them. We all know by now how GWB reacts to criticism. Now he's been criticized by the citizenry of the US. I can't help but feel that the would-be and erstwhile global emperor is now plotting revenge on those -- you and me and everyone else who voted Democratic -- who dared stand up to his narcissism.

Where the sun rises

If bush got on television today and said the sun would rise in the East tomorrow I would wake-up looking to the West.

The duplicity of these people has no bounds. And it scares me to no end as to what they will do if cornered. For if the American people were to become aware of a fraction of the crimes they've committed they would stand-up to a man and tear down the walls of this insidiously, corrupt criminal organization and drag them to the Hague kicking and screaming to be tried for crimes against humanity.

I pray daily that the American people get justice. I wonder why they had to smear John Kerry just before the elections. For some reason they are very afraid of him. I agree that a cornered dog is dangerous. Maybe another 911 or worse?

It is just downright shocking to see million of people STILL in Jesus Camp.

They STILL worship this liar.

Look at the clowns over at the Presidential Prayer Team, telling the biblebeaters time and again, "Pray for the President" at http://www.presidentialprayerteam.org/

What really chuckles me is when they have posted, "Pray for Dr. James Dobson, Rev. Jack Hayford and Rev. Tommy Barnett who now enter into the discipline and restoration process with Pastor Ted Haggard. Pray that they will be guided by God’s great wisdom, that Rev. Haggard will be healed and restored and that God will be glorified as his Body responds". EVEN THOUGH DOBSON SAID HE HAD "OTHER COMMITMENTS" and Withdrew last Wednesday. These liars still haven't changed the page.

Millions of people are STILL doing the Jesus Camp thing of worshiping the Cardboard Bush and it still scares me to death. Millions of them pray for Bush to open the Christian re-educatio camps ad they still pray that the ovens get started for lesbians and gays. What will wake them up?

I am sure some of them are Christian, but dumbya and co. are certianly NOT Christ-like in their actions and thoughts. Those beating that bible in most cases find it easier to hide behind their religion than to practice it. (Haggard, Robertson, etc.)

So, while I agree that some would still believe in him, I have to say that they are much more like those "religious" groups killing themselves in Iraq.

And finally don't forget that it was dumbya-the smarter and dumbsfailed that sold those weapons to Sadam in the first place. You don't actually believe that those fine christians sold him those weapons and expected him to not use them do you?

JosephE, there are plenty of progressive Christians working hard to make things better and who reject Bush's anti-christian practices: torture, extraordinary rendition, taking from the poor to give the rich, etc. One thing that sets the religious right apart is their intolerance for anyone who disagrees with them. You seem to be as intolerant of them as they are of you. Is that a good idea? I also thing the religious right is the religious wrong. However, makes America great is that we even have the right to be wrong.

Sadly, you are both in the minority

The fact is that a majority of so-called Christians voted for Bush. They support his policies. After the murder of Dr King, the GOP took steps to see that there would be nobody to assume his mantle. Billionaires like Howard Ahmanson poured millions of dollars into right wing insurgent movements in the major denominations which have effectively neutered them.

Yes it is sad.

I agree that it is sad, although when the media refer to Christian, they usually refer to evangelicals. The evangelicals voted GOP by a margin of two to one. Non-evangelicals, like me, tend to be more liberal, but I have found no data on how we voted. Nonetheless, there remains diversity within the Christian faith. Consider this. It is sad that so many Christians voted GOP, but if ALL had, the GOP would have won. The danger in condemning Christians, or any other group, in general is that it tends to offend those who do not fit the stereotype and influence them to gravitate toward the stereotype for common defense. That is bad for progressives. Tolerance is a far better path. Therein we can agree to disagree with mutual respect.

The sad thing is that you are being purged!

Ahamson and his group of nutball Dominionists have poured millions of dollars into splitting the Catholic, Presbyterian, Methodist, Episcopal, United Church of Christ and Lutheran churches and they are sadly succeeding. They want to gain control of these churches the same way they took over the Southern Baptists, Pentecostals, and Assemblies of God. Friends who attended mainstream chuches have been driven out of them by Republican Party activists. More and More churches are being stripped of compassion and instead are being replaced by Paul Crouch/Pat Robertson/Falwell/Benny Hinn/Franky Graham/James Robinson clones who BS about Jesus but follow Ayn Rand and Milton Friedman instead.

What really hurts is that my hometown of Ambridge PA has been hijacked by right wing Episcopals who beat the "We Hate Gays and Lesbians" drum over and over again.

Dictatorship

There is indeed much to mistrust about state power. Then again, that mistrust was the organizing principle of American governance. Jefferson thought that the best security of personal liberty was a farm and a gun. We should have kept the farms. We still have the guns. If they give tyrants pause, maybe they are worth what they cost us in blood.

So do the Iraqis

The very reason there has been such a solid stand off of the American Military in Iraq is because Sadam, trained at School of Americas; saw the inexpensive wisdom in an armed populace, and he armed them all from the national treasury.

Of course, the American people were not reminded of this.. it was hoped that because the Iraqi people have been armed for over a decade, Americans have forgotten that fact.

The gun lobby? They are the NRA members who fight gun registration, but put their names on the NRA registration. Smart.

The liberals? They are the gun owners who don't register, don't make a big noise about it because it tells everyone you're armed, and they don't sign on anyone's list.

But they are armed.... lubed, loaded, and locked.

Gun locks is the maximum a REAL AMERICAN will ever go for.

Oh yes, the final word. The WISHY WASHY CENTRISTS?

They're unarmed. And stupid.
