Why Would a Midwest Union Local Support Two Generally Anti-Union Republicans in Governors' Races? -- Part I

A BUZZFLASH NEWS ANALYSIS -- PART I

BuzzFlash is, needless to say, a partisan publication on behalf of advocates of democracy and Constitutional principles. We have championed progressive causes for the nearly seven years that we have been online, including the right to unionize men and women in an effort to improve their lives.

However, that being said, not all unions are the same. Indeed, the union movement is going through a turbulent period, after being victimized by the anti-union juggernaut that began under Reagan and has only accelerated. On top of that, a small percentage of unions has had to cope with long-term entrenched leadership that has become a bit like Rove’s dream of perpetual Republican Party rule.

As a case in point, BuzzFlash has been hearing from disenchanted members who belong to Local 150 of the International Union of Operating Engineers
(IUOE). Local 150 covers a three-state area (Illinois, Indiana, and Iowa) of unionized workers who, for the most part, operate construction equipment and serve as building and industrial complex engineers. Its members are hardworking men and women.

The President and Business Manager of Local 150 and 2nd International Vice President of the IUOE is William "Bill" E. Dugan, who earns more than $275,000 a year in gross salary from the Local and International Union, plus a lifetime of benefits including health insurance.

Dugan has headed Local 150 for some 20 years, and that is where the exploration of controversies surrounding Local 150 begins.

Most Americans, especially Republicans, think of union leaders as Democratic partisans. But with the defection of the Teamsters to Nixon a few decades back, a small number of union leaders began to flirt openly with Republicans.

Bill Dugan is one of them. Not that the large Local 150 PAC has abandoned Democrats, but Dugan has led the Local in supporting a long list of Republicans – many of them with anti-labor records according to Local 150 dissidents -- in the three-state area that Local 150 encompasses.

Some would argue, as Dugan has, that supporting Republicans is sometimes good insurance for a union. That may or may not be a successful strategy. But Dugan made much of Local 150, at his urging (and despite much apparent internal Local discontent), supporting former senior Bush White House official Mitch Daniels for Governor of Indiana (an office he won), only to be rewarded with a highly questionable "gift."

As Daniels' first act in office, he disbanded unions and collective bargaining for public employees in the state of Indiana. And the anti-union record of Daniels is clear, despite a contentious token bone he tossed Dugan's way, say Local 150 leadership critics (a pre-apprenticeship program that is affiliated with a firm -- called ABC -- whose goal is to replace union workers with non-unon workers, support right to work laws, and oppose Project Labor Agreements.)

Dugan claims that by having Local 150 be the only big union to support Daniels, billions of dollars in road construction money will be allocated from the sale of the Indiana Tollway. But opponents argue that the new Tollway owner will, itself, not be required to pay prevailing wage or employ union workers. Furthermore, the billions of dollars for road construction in the Hoosier state to employ Local 150 workers remains largely an unfulfilled campaign promise.

In 2006, Dugan threw some $350,000 dollars of the Local’s PAC money (according to the Local 150 opposition slate) into backing Illinois Republican candidate for Governor, Judy Barr Topinka, against pro-labor Democrat, Rod Blagojevich. Topinka lost in a landslide, even with additional in-kind help (foot soldiers from the Local who worked on her behalf at the request of Dugan).

What made Dugan’s financially bountiful support of Topinka especially odd for a labor union was that she was both an underdog and had a largely anti-labor record when she served in the Illinois State Legislature. Why would a union president throw such a large sum of PAC dollars taken out of the dues of his members down the electoral tubes for a Republican candidate who wasn’t -- on a relative basis -- pro-labor, in lieu of an incumbent Democratic candidate for Governor who was -- and who had a pro-labor Democratic State House to work with?

Some Local 150 members who are running an opposition campaign to replace Dugan make the accusation that Dugan wanted to receive appointments to state boards, as he did under previous Republican Governors in Illinois. Some of the local members charge that Topinka's high NRA rating and Illinois State Rifle Association endorsement help explain Dugan’s enthusiasm for Topinka, despite the long odds that she faced. (We will return to the alleged "smoking gun connection" in Part II of this BuzzFlash News Analysis.)

Dugan, as we have noted, has maintained that being bi-partisan in contributions (which is not uncommon among lobbying organizations) is a good investment for the union. He has vigorously disputed both claims. And, unlike with Daniels, this time Local 150 wasn't the only union to endorse the Republican candidate for governor, but it certainly distinguished itself by its lavish financial and in-kind support for a long shot.

Interestingly enough,
from records we reviewed online, Dugan rarely signs a political check over to candidates himself. In fact, the slate running against him claims that a review of donation records for candidates in Illinois has revealed that Dugan has not donated a dollar of his own to campaigns, other than the deductions from his paychecks for the union PAC.

Yet, back in 1990, among only two or three federal campaign checks that could be traced through online federal election donation records, Bill Dugan contributed $200 to the campaign of racist, anti-Semite David Duke in his bid to become a U.S. Senator from Louisiana.

Why would a Local 150 Union President in Chicago, if we assume the records are accurate, contribute to David Duke as one of only two candidates to receive personal federal campaign contributions? (The other was to a congressional candidate in Maryland, where Dugan has a bison ranch – and owns a gun shop and tavern.)

It’s a good question. Why would anyone make a contribution to Duke (having since, by the way, served time for a felony, and most recently seen attending a Holocaust denial conference in Iran)?

Well maybe these two photos taken in 1998 by a Local 150 member while hunting at Dugan’s Maryland Buffalo Farm might explain the Duke check.

Just look at the flag flying high on the Maryland home of William Dugan.

It’s just one part of the "This is Still Bill Dugan Country" empire.

Completely one sided

I am a member of Local 150. As you can tell by the people who helped "input" the information for the article it is completely one sided. You quote the 150united website as a source but I see nothing but the opponents information and lies in the article. Since I have been a member of Local 150 under Dugan's leadership, our local has grown and our pay, pensions and benefits have almost doubled. The opponents to Mr. Dugan fail to tell you about how Joe Ward who is running against Bill Dugan defrauded our local union out of a land deal that made Ward over $140,000.00 dollars. It also fails to show how he has lied to our Retired operators telling them that Mr. Dugan wants to take away their voting rights which isn't even possible for him to do. The most horrifying thing is that Joe Ward was in personal business dealings with signatory contractors and failed to notify the union or government about it. I do give you credit for stating at the outset of your article that it is a "partisan publication", but you would do well to research the facts about which causes you actually champion.

I WORKED For Bill Dugan

at the Midwest Operating Engineers in the benefit office. I did not work under Dugan directly but I occasionally brought him board meeting announcemnets, etc., to sign, since my supervisor was in charge of the Trustee meetings. They collect an awful lot of money from the small contractors that goes into these pension funds and whatnot.

Anyhow, I remember that Dugan's office was in a separate building and it was HUUUUUGE. It was one of the biggest offices I have ever seen. And grotesquely, it was filled with LIFE SIZED stuffed animals (REAL ones!) I suppose, that he or someone else had hunted. There was a life size dead stuffed bear, a life size deer, and some other animals. You know how most hunters will just have mounted heads over the mantel (ugh)? That's bad enough----Dugan had the ENTIRE BODIES! When his secretary saw my horrified expression, she said, "Yeah, I know, isn't it gross?"

So that's my memory of Dugan. I also remember thinking it was odd that Dugan had a poster supporting then-Governor Jim Edgar over the front door--since he was a Republican---a popular Republican, to be sure, but still a Republican. So I guess he has been playing footsie with the GOP a long time.

Who cares if Dugan enjoys

Who cares if Dugan enjoys hunting and displaying his trophies. Did you forget we live in the USA and people who choose to hunt can do so of their own free will. He is breaking no law. Just because YOU don't like it does not mean it is GROSS. GET OVER IT!!!

Dugan is a great man and has been unchallenged as president of then union up until now. So should we talk about Jow Ward and that fact that he is up for Indictment. Do we want our union led by this man?????

Dugan has done so much for the union and its workers has continually fought for the best intrest of local 150 and its members.

Good question chimera, and I have another question.

What is a racist thug like Dugan doing getting elected President and "Business Manager" of the International Union of Operating Engineers (IUOE). Local 150 and 2nd International Vice (emphasis on the "VICE") President of the IUOE? What is going wrong in the IUOE?

My bet is that the IUOE has an over-representation of white dudes flying flags that express their first loyalties (to a rebellion AGAINST the United States) and an under-representation of people of color and women. Someone want to take my bet?

I didn't think so. {:-)

I feel a great deal of concern for people of color and women who belong to that union. They are not being led by people who have their best interest at heart. I pray that will change SOON!

Dugan fights for local 150 which is comprised of people of all colors. He does not fight for the white folk as you try to portray.

He fights for the men and women of all creeds and colors that are indetured into local 150. He also fights for those who aren't in the union and should be helping them to fight for the right to form a union. This is what the united states is formed from this fight started years ago and by continuing this fight he continues to support the working class AMERICANS!!!!!!!!!

Also got rid of all the Janitors at the Statehouse, some of whom had worked for Indiana 20 years or more, and "outsourced" their jobs to connected cronies who ran cleaning firms where their employees do not enjoy such comforts as a living wage or health insurance. He's trying to do the same thing through his hand picked Board of Trustees at Indiana University with several Departments including the Motor Pool and Bookshop but with only limited success so far.

Just curious...

If this Dugan guy's businesses are in Maryland -- bison ranch, tavern, gun shop -- what's he doing in Indiana/Illinois/Iowa frickin' with their unions and elections? Yep, he sounds like a right good ol' boy, he does.

I 'am a member of local 150,have been for 28 years. My brother is and was an officer of the union for 9 years. My father was a lfe time member also . Mr dugan is comming to the end of his 7th term (3yrs. each). When mr. Dugan came into office we were comming out of the 80's down turn in construction. Things where in a bit of a mess in the union. We needed a fist waving no B.S. taking leader. I to voted for Dugan . For the first 10 years he did us a very good job. But along came the republican party. He was appointed to the Ill. tollway commition,the Ill. gamming board(over casinos),Chicago CTA board (public trans.) and worked his way up in the international part of our union. Thats 5 fulltime jobs. At that point things started to turn a different direction. To start with we hired lawyers that were made union members , and they started to have more and more to say about running the local .Today,we have 13 fulltime lawyers All card carring members. We are heavy equipment operators what do these people know about our line of work . But today they pretty much run our union . Mr Dugan had our bilaws changed so he could run again. (he is 73 ,our bilaws used to state no person over 70 could run for office.He printed new bilaws and left out that part)He wanted a new training site ,to replace our old one .The old one had some new buildins that where 4 years old . And this was a very good training site. Our new one cost us 56 million .Yes you read that right. 56 with an M . On the building and the sign out front guess whos name is in bigger letters than anything. Also the matter with our wages doubling along with membership. thats true ,however the Chicago metro area has had a 20 year building boom like none ever seen before. It would'nt be hard for the Cookie Monster to pull that off. Mr dugan lives on the east coast ,check a good globe or map . See for your self where Chicago Ill. lies. Mr Dugan is not runnig this local today. His lawers are. He is never here, 23,000 members call for full time attintion.He is not half the union leader he once was . His ego has consumed him . THe FBI corently have him under investigation . There has been some very bad investments made with our 3.2 billion pention money.I think I said enough . You should be able to see the big picture. He needs to go and its time to clean house . We have all seen it before it happens all the time in polatics.THanks for your time
