In a Dramatic and Emotional Moment, Ted Kennedy returns to Senate to break Republican Medicare filibuster

Sen. Ted Kennedy (D-MA) returned to the floor of the Senate Wednesday afternoon for the first time since undergoing surgery for a brain tumor on June 2. He was greeted with a raucous standing ovation as he entered to break a Republican filibuster on proceeding with a major Medicare bill without further debate or amendments.

The Senate Democrats were joined by some Republicans but ultimately fell one vote short when they voted for cloture on the bill before the July 4 recess.

If the bill did not pass, reimbursement rates for doctors who treat Medicare patients would have dropped 10.6%. Instead, the bill raises rates slightly, partly by cutting the Medicare Advantage programs, programs where Medicare benefits are received through private insurance plans. According to a DowJones story:

Many Republicans are concerned about cuts to Medicare Advantage, which is strongly supported by the Bush administration. Private insurers benefiting from the Medicare Advantage program -- which include Humana Inc. (HUM), UnitedHealth Group (UNH) and Aetna Inc. (AET) -- have lobbied heavily against any cuts.

CNN speculated earlier in the day that Kennedy may return if Democrats were not certain they had the 60 votes to break the filibuster. The vote was ultimately 69-30, with Sen. John McCain (R-AZ) absent.

Senator Ted Kennedy

I applaud Senator Kennedy's return to the floor to break the medicare filibuster, but he will have to go a long way to make up for the horrific bill he introduced that will result in the shutting down of compounding pharmacies or the ban on physician prescribed estriol, a natural component of estrogen. This denying women and their physicians the right to choose inexpensive, effective and contrary to FDA misinformation, harmless bio-identical hormone replacement therapy over Wyeth's horse urine preparation, Premarin and its patentable tweaked progesterone preparation, progestin, known to be a potentially dangerous substance.

Campaigning and Voting Conflict

I recall the criticism of Kerry, on the campaign trail in 2004, missing votes too. He flew back for a vote that the Republican leadership then delayed so he couldn't vote. It's nasty for everybody. The additional campaign expenses and the jet lag must be awful. This is an equal opportunity problem for the two candidates who will both miss some votes. Pat Williams

McCain AWOL on Key Bills

Last week McCain, the Commander of Late Company F, failed to show for vote the Medicare bill and today he failed to vote on the FISA bill or the re-vote on the Medicare bill. Not only is McCain an abject failure when it come to leadership, he is a failure at “followship”. McCain has the ignoble distinction of establishing one of the worst Senate absenteeism records in senate history. He exhibits the stereotypical behavior of the spoiled, pampered brat ,rich kid who wants, gets, and thinks he deserves, everything on a silver platter. In their wildest of grotesque nightmares, I do not think than anyone with an I.Q. above that of a dull normal would have believed that the Republicans could have possibly dug up a presidential candidate that could be worse than the current peggiore di tutto peggiore rooting around in the White House. When the progressives said it couldn’t be done, these folks said, “Just watch us” They came up with not with a list of candidates, but a cast of characters. Perhaps a cast of caricatures would be more a apt label. If this bunch had been a litter of puppies, they would have been euthanized. It is difficult to fathom whether the Republicans were trying to pick the worst just to show us they could do it. Or, did they pick McCain because he would maintain his record of no shows in the Senate. At least by not showing up , he couldn’t embarrass the Senate Republicans such Senator Ted Stevens, Republican of Alaska, he of the tarnished brass foot-in-his-mouth, does so frequently That man must have got into a bad batch of blubber as a child. No person could have naturally developed such a serious case of chronic dumbass, He must have been brain poisoned. Either that or he was born stupid and continued to lose ground over the course of his life. It is now becoming obvious why Bush is so supportive of McCain. If McCain were to win, Bush could leave office in January with the full knowledge he will have escaped being the worst president of the United States of America. The Skeptical Cynic hath spake! Amen brother. I have often thought that McCain as the Bush fall guy-one to carry on the family business! Unless they are planning a Marvin introduction or at least a Jeb on the vp ticket, of course after they assasinate Obama as an act of terra-rism.

Is McSame EVER present?

So McSame was absent again huh? Just like on the veteran's benefit deal. What a brave little boy he isn't. Piece of shit.

McCain AWOL

The only member of the Senate who spends less time there is Dick Cheney. But Cheney may actually be there more of the time, especially if there's some rathole in the basement he uses for an "undisclosed locaton."

It's not just missing votes. Most of the work of a legislature is in the consultation and compromise before you get to the vote. That is where leadership is shown, and McCain just hasn't felt it necessary to be involved lately.

BTW, I wish we could dispense with "McSame," "McBush," "Repuglicans" and all the other name games (including "Betray-Us.") That is so typical of the childish behavior of Bush and his party that I don't think the left needs to emulate it.

The rallying cry 2 years ago was, "It's time to put the adults back in charge!" Let's act the part. A dear departed friend of mine pointed out that there were people who mistook cleverness with being smart. This sort of clevernmess doesn't solve problems. Let's be smart.

He can STAY absent, works for me. the folks out in Arizona might want to question what the fuck they're getting for their vote(s), but, that's THEIR problem. As for his (not) representing on the GI Bill. This is the good news

There is now a veto-proof majority, on this legislation, in both houses of Congress. Maybe doctors in this country will continue to see Medicare patients. This is but a band-aid on the crisis in health care, but for now --- it will have to do. It stops the bleeding for a short time, anyway.
